That's the rub at the core of it all—funding. Unlike national forests or state parks, WMAs run almost entirely on license sales. But if they donate $40 or more, they get their fishing license, and we get matching funds also."
Abbott respects the intent but draws a hard line. "Extra money is always good," he conceded, "but, to me, that’s just not a compelling issue." For him, the soul of public lands beats louder than the ledger. He's open to hashing it out, as long as the burden doesn't crush the low-key user—the guy out for a sunset hike, not a trophy buck.
