A Long Road Through European Bureaucracy
From ECHA Recommendation to Parliamentary Vote
The regulatory timeline on this issue stretches back years. In 2021, the European Chemicals Agency proposed a ban on the sale and use of lead ammunition and fishing weights across Europe. That recommendation fed into the formal regulatory machinery, but converting it into law required navigating the EU's REACH framework — the Registration, Evaluation, Authorisation and Restriction of Chemicals process — a system designed to be thorough, but not fast.
In February 2025, the European Commission published its long-anticipated proposal to restrict the use of lead in hunting, sports shooting, and fishing. The goal was clear: to reduce the scientifically proven environmental and health risks associated with this highly toxic substance by replacing it with safer, readily available alternatives.
The EU Commission presented a proposed ban on lead ammunition and fishing weights to EU representatives in the REACH Committee. Earlier in that week, the European Commission had taken a major step towards banning lead in hunting, sports shooting, and fishing by publishing a long-awaited draft regulation. Based on the European Chemicals Agency's recommendations, the proposal aimed to protect human health and the environment.
EU member states voted to support the restriction on lead in fishing weights in late April 2026, sending a political signal in support of biodiversity and citizens. The proposal then entered a three-month scrutiny period by the European Parliament and the Council, which had the right to object before the restriction became law. Six states have a ban on lead weights, including New York, Massachusetts, New Hampshire, Maine, Vermont, and Washington. The approach varies considerably by jurisdiction. New York and Vermont have banned the sale of lead fishing weights weighing one half ounce or less. Massachusetts' Fisheries and Wildlife Board, Maine's LD 958, and New Hampshire's SB 89 have all banned the use and sale of jigs and sinkers weighing one ounce or less.
Canada has moved more decisively at the federal level. Canada follows a combination of federal and provincial regulations. The Canadian Environmental Protection Act has prohibited the sale, manufacture, import, export, and use of lead-based fishing sinkers since December 31, 2019. This regulation aims to minimize lead contamination in water bodies and protect both wildlife and human health.
At the federal level in the United States, the picture is messier. Bans on such lead products can cause a decrease in crucial conservation revenue for state fish and wildlife agencies and decreased hunting and angling participation. Therefore, these bans should only be considered at such a time when a state's respective fish and wildlife management agency finds irrefutable scientific evidence of harm. Tungsten in particular has become the preferred material for competitive bass anglers and walleye fishermen, prized for its superior sensitivity and compact profile — attributes that in many situations actually outperform lead. The cost differential, once significant, has narrowed considerably as manufacturing scale has increased.
Momentum for transition is growing across sectors. Public health professionals, scientists, and conservation organisations are calling for a shift to non-toxic alternatives, increasingly joined by many hunters and fishers. A recent open letter signed by leading European scientists underscores that viable alternatives are widely available and that continued use of lead ammunition poses unnecessary risks to human health and biodiversity.
The Historical Parallel Worth Remembering
The story of lead in fishing tackle rhymes closely with an earlier chapter in American environmental history. Due to serious health issues, the U.S. banned lead from paint in 1977, plumbing used for drinking water in 1986, and gasoline in 1996. However, it is still widely used in other applications, such as ammunition and weights. Each of those earlier bans was fought by industry groups using the same playbook now being deployed against fishing tackle restrictions: insufficient evidence, economic harm, consumer freedom. Each ban, once enacted, proved less disruptive than opponents predicted and more beneficial than supporters dared promise.
